Far as I know, u need permit to put up banner like that, and permit number has to be written at the corner of the banner. I dont see any number written on this one.

“menguasai” in English should be something like… overpowering, taking control of…
The message is a sarcastic one… to the tone of “serves you right!”

“Thank you Malay voters for giving us a chance to take over the Perak government.” this is the right translation, one of the meaning of ‘menguasai’ is overpowering, but not in the word context. Actually the message is for Malay, some sort like treats, make Malay scared of Chinese conquer. We are not treated any how. Our worry more to the corrupted people, the real traitor to Malays.

I think “menguasai” means take control or overpower, rather than take over. “Ambil alih” has a closer translation to take over.
